VINNYTSIA NATIONAL AGRARIAN UNIVERSITY SIGNED A TRIPARTITE MEMORANDUM OF FURTHER COOPERATION WITH VINNYTSIA CITY COUNCIL AND VINNYTSIA MUNICIPAL INNOVATION CENTER

The presentation of Vinnytsia Innovation and Technology Park took place in the conference hall of the Hotel France on December, 16. The project was implemented within the framework of the Polish Aid for Development 2019 program of the Ministry of Foreign Affairs of the Republic of Poland. It allowed them to learn the experience and actively cooperate with the city of Kielce, where a similar municipal technology park exists.

Specially invited experts of Kielce Technology Park (Republic of Poland) with representatives of Vinnytsia City Council, Vinnytsia Municipal Innovation Center, business, non-governmental organizations, executive authorities, higher education institutions and potential residents of Vinnytsia Innovation and Technology Park participated in focus groups and trainings from September till November 2019.

Their purpose was to identify the necessary components of the Crystal ecosystem creating, to develop marketing strategy and an algorithm for attracting potential residents. The results were taken as the basis of the presented concept.

The director of the Vinnytsia Municipal Innovation Center Volodymyr Shevchuk mentioned that it would become the first and the only innovation and technological park in the country, it would be municipal and built at the expense of the city.

Mayor Serhіi Morhunov was also present at the presentation. He noted that today Ukraine lived in a competitive world and labor migration was a challenge for many countries. In particular, Vinnytsia is competing with other cities in Ukraine, and the creation of Innovation and Technology Park should help young people stay and develop Vinnytsia.

Serhіi Morhunov said, “The cooperation with higher education institutions is needed in order to interest young people providing the opportunity to work in the Vinnytsia Technopark and to strive to stay in the city. We have certain plans to create an agro-cluster and an agrohab and we have consultations with Vinnytsia National Agrarian University. I think we will have good result from this cooperation”.

Consul General of the Republic of Poland in Vinnytsia Damian Charczyński visited the event. 

The memorandums of cooperation between the Vinnytsia City Council, Vinnytsia Municipal Innovation Center and Vinnytsia Universities were signed after the opening speeches. Vinnytsia National Agrarian University was represented by Inna Honcharuk, the Vice-Rector for Science, Innovation and International Affairs.

According to Volodymyr Shevchuk, director of the Vinnytsia Municipal Innovation Center, Vinnytsia universities are the vanguard of talented youth, scientific schools, and teachers who innovate and implement scientific research. The municipal park Crystal will provide conditions for commercial scientific development. Startups allow you to reach the level of implementation of certain ideas; they may not be widespread now but have great potential. Therefore, Crystal should become a testing ground for all new technologies, startups and innovations.

The memorandum foresees joint seminars, innovation boards at each institution containing catalogs of the park, a box for questionnaires for everyone to write their ideas. If students know that they can put their efforts somewhere and there is a prospect of working for themselves in good conditions then they will not go to other cities or abroad.

Volodymyr Shevchuk also noted the significant results achieved by the Vinnytsia universities. So, the startup of Vinnytsia National Agrarian University scientists i.e. the vibration mill won the prestigious prize in Denmark.

Volodymyr Shevchuk has described Technopark in Vinnytsia.

Its total area will be more than 8,500 square meters. Its extensive infrastructure will includes lots of elements, i.e. more than one hundred both classic and club offices (2,000 square meters) used as premises with basic workplaces taking into account the needs of small companies or start-ups; the IT school (200 square meters) will offer modern training programs and courses for students and professionals in the field of innovative technologies; coworking space will provide quality infrastructure and comfortable working conditions for residents of the Innovation Technology Park; the conference room of 500 square meters will have all modern equipment for carrying out various events; the Entrepreneurship Development Center will provide services to economic entities and individuals from different sectors of the economy; Technocentre for children (150 square meters) will provide a different educational services, lectures, classes, courses for children of different age categories; FAB LAB and laboratories (250 square meters) will be created at Crystal so that they can comfortably engage in the development and production of prototypes of innovative products, both individuals and innovative companies will be able to work there; public spaces on the territory of the Technopark will be designed for various events, comfortable stay and rest of residents.

The Vinnytsia Innovation and Technology Park is planned to be implemented in four stages:

1) 2019–2020, construction and preparation for launch;

2) 2020–2022, ecosystem creating (a joint innovation support team); networking events, conferences, lectures and fundraising will begin at this stage;

3) 2023–2026, ecosystem filling (an innovative community in active development, knowledge sharing and business activation); mentor, incubation and acceleration programs are launched;

4) since 2027, ecosystem maturity and expansion (effective innovative ecosystem, access to the best talents, business opportunities); technology transfer, broad knowledge base, international representation.

The concept of the Innovation and Technology Park was introduced by Joanna Rudavska, the head of the development projects department of the Kielce Municipal Technology Park, as they helped to create a technopark in Vinnytsia.

The purpose is to build a comprehensive system that would allow Crystal to become the leading technopark in the country in 2027.

The idea of the project is to create a multifaceted institution that would fulfill three main goals, i.e. involvement of Vinnytsia residents in business activities; interest of Ukrainian and foreign investors to open their businesses and provide new jobs; to encourage young people to stay and work in Vinnytsia.
